Responsibilities
The incumbent for this position will be performing the following duties:
•Establishing goals, conceiving, organizing, directing, and defending integrated Science and Technology
(S&T) programs that respond to existing and evolving Coast Guard mission needs or scientific discoveries.
•Developing alliances, relationships and networks necessary to understand current operations.
•Defining problems, identifying Coast Guard S&T opportunities and needs, and developing the enterprise level
technology maps and technology concepts to ensure those needs are met.
•Partnering with colleagues, scientists and engineers in the CG, other government S&T
agencies and laboratories, as well as academia and industry to develop and fully explore the merits of a concept.
•Translating and communicating complex scientific and engineering concepts for a wide variety of Senior
R&D, CG and OGA officials on the state of technology, opportunities for improving CG performance and
results/findings of R&D studies.
•Supervising a team of 8-10 Active Duty and Civilian engineers and scientists in the execution of the approved R&D portfolio.

Combination of education and experience--courses as shown in A above, PLUS appropriate experience or additional education. The experience should have included a range of professional operations research analysis work such as conducting studies and investigations of systems and their relationships involving scientific, statistical, mathematical, and/or economic analysis using mathematical models to develop and assess methods or solve problems.

-Experience analyzing and evaluating the engineering aspects of complex, technologically advanced programs.
-Experience preparing, justifying and/or administering the budget for program areas; administering, monitoring expenditures to ensure cost-effective support of programs and policies.
-Experience providing supervision or directing professional, technical, and administrative staff.
-Experience identifying original and/or innovative solutions to technical or programmatic problems by applying knowledge of a wide range of engineering principles, practices and techniques.
