Duties

Help
  • Advise on all matters concerning the funding and execution of the garrison budget
  • Working knowledge using General Funds Enterprise Business System (GFEBS), Global Combat Support System-Army (GCSS-A), Defense Travel System (DTS), Installation Status Reports (ISR), Military Interdepartmental Purchase Requests (MIPRs), and Excel.
  • Develop plans and forecasts for garrison directors concerning formulation/execution of their respective segments of the budget
  • Demonstrating analytical techniques in all aspects of budget forecasting, distribution, and execution
  • Recommend reprogramming to members of the working Program Budget Advisory Committee
  • Dealing with the reimbursement process and reimbursable programs
  • Prepare various reports on the progress of the garrison funding program
  • Assisting in the development of phase plans and forecasts for garrison directors concerning formulation/execution of their respective segments of the garrison budget

  • Position is Non-Critical Sensitive and requires a SECRET Clearance. Employee must have or be able to obtain and maintain a SECRET Security Clearance.
  • Annual Confidential Financial Disclosure Statement, OGE-450, is required upon appointment and annually.
  • DoD Financial Management Certification Level II is required within 24 months of entrance on duty.
  • TDY is required 10% of the time.
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify at the GS-09 grade level:

Specialized Experience: One year of specialized experience which includes assisting in the formulation and revision of an annual budget estimate for assigned activities; researching and summarizing resource and information needed for formulation of budget estimates, and/or tracking expenditures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

To qualify at the GS-11 grade level:

Specialized Experience: One year of specialized experience which includes which includes analyzing trends in fund utilization; maintaining constant awareness of financial operations including the reimbursable programs within the organization; processing budget requests from units and verifying budgets to assure effective utilization of resources.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement:

For the GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

For the GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

This is a developmental position which will be filled at either the GS-09 grade level or the GS-11 grade level. You will work in a developmental capacity performing assignments and completing training, both of which are aimed at preparing you to gain the knowledge and skills necessary to perform the duties of the full performance level. The candidate placed in the GS-09 grade level position may be non-competitively promoted to the target grade of GS-11 if he or she has satisfactorily demonstrated the ability to perform at the higher grade level, meets all regulatory such as AR 615-1 and qualification requirements for promotion, has been recommended for promotion by the supervisor and the target position is supported at the time of the promotion.
