WHAT IS THE TAXPAYER SERVICESDIVISION?

Vacancies will be filled in the following specialty areas:

  • Taxpayer Services Service Centers Austin Submission Processing
  • Taxpayer Services Service Centers Kansas City Submission Processing
  • Taxpayer Services Service Centers Ogden Submission Processing
The following are the duties of this position at the full working level.
  • Researches a variety of sources, analyzes, and initiates actions on tax issues obtaining applicable returns, schedules, and all required information for correction of accounts and records; verifies, analyzes and adjusts taxpayer accounts.
  • Review returns submitted by taxpayers for the Earned Income Tax Credit, Child Tax Credit, Additional Child Tax Credit, American Opportunity Credit and other various credits. Identifies Statute returns for expedited processing.
  • Secures payment of taxes and filing of returns. Determines financial, levy source, adjustment and uncollectible information; advises taxpayers of appeal procedures.
  • May serve as a technical advisor, OJT coach, classroom instructor, or reviewer, and provide technical assistance on systemic problems and inconsistencies in IRMs.

This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below:

SPECIALIZED EXPERIENCE/EDUCATION FOR GS-04:
To be eligible for this position, you must have 1 year of general experience at a level of difficulty and responsibility equivalent to the GS-03 grade level in the Federal service. General experience for this position includes progressively responsible clerical, office, or other work that indicates ability to acquire the competencies needed to perform the duties of the position to be filled. This may be paid or non-paid experience.
OR You may substitute education for specialized experience as follows: Two (2) years of education above the high school level in an accredited junior college, college, university, business, secretarial or technical school.
OR You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

SPECIALIZED EXPERIENCE/EDUCATION FOR GS-05:
To be eligible for this position, you must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. Specialized experience for this position includes experience that is in or related to this position and provided you with the particular knowledge, skills and abilities to perform successfully the duties of this position. Examples of qualifying experience may include, but not limited to: experience performing a variety of miscellaneous tasks involving researching, reviewing and verifying taxpayer submitted information, and determining corrective/editing action on accounts; experience researching for missing/unclear information, and reviewing financial or other documents submitted for completeness and correspondence, if needed.
OR You may substitute education for specialized experience as follows: four (4) years of education above high school in any field of study from an accredited college or university.
OR You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

SPECIALIZED EXPERIENCE FOR GS-06:
To be eligible for this position, you must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Experience must have included analyzing and adjusting taxpayer accounts and providing information on financial issues, such as misplaced payments; experience identifying priority work following organizational procedures. Examples of qualifying experience include coordinating with internal stakeholders to resolve accounting issues.

Additionally, experience may include providing technical guidance to junior team members, such as performing on-the-job instruction (OJI).

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

AND

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".

Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.   • Tour of Duty: Day Shift - Start and stop times between 6:00 a.m. and 6:00 p.m.; Swing Shift - Start and stop times between 2:00 p.m. and 1:30 a.m. Assignment to a specific shift cannot be guaranteed. The successful applicant must be available to work on all three shifts on a rotational basis.
  • Alternative work schedule, staggered work hours or telework may be available.
  • In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.
  • Pay retention may be offered based on applicable laws and regulations.
  • Relocation expenses are not authorized.
